1. The challenge
A large digital transformation project is modernising how Croatian public administration interacts with citizens, including secure exchange of highly sensitive data. The core challenge is turning complex regulations and administrative practice into clear, implementable IT specifications, requiring a rare mix of analytical depth, domain knowledge and communication skills.
2. What we did
For nearly two years, Marija Gudelj has been embedded as a business analyst, working with technical teams and subject‑matter experts on process mapping and redesign, requirements definition and documentation (including data validation), use cases, gap analysis and change‑request management, with a strong focus on interfaces and data exchange.
3. Outcome
Stable, specification‑driven collaboration between business and IT, reduced implementation risk on a highly regulated, complex system, and a reusable analytical framework for future public‑sector digital projects
