Helping a well-structured idea find its form — from partnership plan to competitive funding application

The challenge
The client came with something rare in our experience: a clear strategic rationale, committed partners and a genuine intervention concept to address the gap between the potential of service learning as a pedagogical approach and its limited uptake in Croatian higher education and primary schools. What they needed was support to turn this into a competitive proposal under the Second Swiss Contribution – Civil Society programme, with a defined logic model, measurable outputs, realistic timeline and credible implementation plan.
What we did
We transformed the existing concept and partnership into a complete project application: researching the context and evidence base for service learning in Croatia and abroad, mapping the regulatory and institutional framework, and developing the full narrative, theory of change, activity plan, work packages, partnership structure, budget and monitoring and evaluation plan. The project design systematically embeds service learning in higher education and primary schools through improved and new university courses, a curriculum for extracurricular school activities and large‑scale professional development and community actions, aligned with programme priorities on civic competences, community participation and the green transition.
Outcome
A full project proposal was developed and submitted, positioning the partnership as a leading actor in the systematic development of service learning in Croatia
