Project of Development and Analysis of a Social Upbringing Standard
From brainstorming to submitted application — building a social education project from the ground up.

The challenge
This engagement started before there was even a clear project concept. The partners approached us with a shared concern: a systemic lack of social literacy and civic cohesion among children and young people in Croatia, and the absence of structured, evidence‑based interventions within the formal education system. They needed help turning that concern into a coherent, competitive and implementable proposal for the Second Swiss Contribution – Civil Society programme, focused on service learning and civic education.
What we did
We worked with the partnership from ideation to final application, helping them clarify objectives, identify a distinctive angle and build a robust intervention logic. The core was a “mirror” approach: parallel social‑education programmes for upper primary pupils and for university‑level students, both engaging with the same themes — solidarity, empathy, active citizenship and community responsibility — at different levels of depth, creating an intergenerational bridge. We developed the theory of change, activity and curriculum framework, partnership and governance model, budget, and a research component mapping existing social‑education practice in Croatia and internationally.
Outcome
A full project proposal was developed and submitted, offering a replicable model for intergenerational social education that addresses a documented systemic gap in civic education in Croatia.
