They had a clear vision for strengthening community resilience but lacked the capacity to turn it into a competitive proposal for the Second Swiss Contribution \u2013 Civil Society programme.<\/p>\n<hr class=\"bg-quiet h-px border-0\" \/>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\"><strong>What we did<\/strong><br \/>\nWe co\u2011developed the\u00a0<strong>S.P.A.S. (Sustav Potpore i Aktivacije Sigurnosti)<\/strong>\u00a0project: an integrated resilience model combining children\u2019s education (<strong>\u201cMali \u010duvari Pounja\u201d<\/strong>\u00a0with \u201creverse socialisation\u201d), work with the junior fire service, cooperation with emergency services and engagement of around 130 trained community members. We prepared the full proposal \u2014 intervention logic, activities, partnerships, budget, monitoring and evaluation \u2014 clearly aligning it with Swiss Contribution priorities on volunteering, social cohesion and replicability for other rural communities.<\/p>\n<hr class=\"bg-quiet h-px border-0\" \/>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\"><strong>Outcome<\/strong><br \/>\nFull project proposal developed and submitted under the Second Swiss Contribution \u2013 Civil Society programme, positioning DVD Hrvatska Kostajnica as a model of community resilience in demographically vulnerable rural areas.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The challenge The Volunteer Fire Department of Hrvatska Kostajnica works in one of Croatia\u2019s most demographically vulnerable and risk\u2011exposed areas, serving both as an emergency service and a key anchor of community life.
